TINIAN officials spent some $103,000 in taxpayer money on their œofficial travels, according to documents provided by the mayors former deputy chief of staff Kimberlyn King-Hinds.
King-Hinds, through the Open Government Act, requested copies of public records regarding the expenditures of Tinian officials, including the previous mayoral administration.
œIt has always been my position that all expenditure with regards to municipal funds be regularly reported to the people, she said in an email to the Variety. œAlthough I dont like the process that has brought us to this point, its outcome of forcing transparency is excellent and long overdue. For the record, the mayors office has been cooperative in this process.
She said she is œworking with a couple of people to get a website up and running and hopefully, I can have a more detailed breakdown and more information for people.
Mayor Ramon M. Dela Cruz traveled the most and spent the most " $22,882 in fiscal year 2010, or from Oct. 1 2009 to Sept. 30, 2010.
So far in FY 2011, he has already spent over $12,000 in travel, for a total of over $34,000. This figure was earlier told by former Saipan municipal council member Felipe Q. Atalig who requested, through the Open Government Act, copies of Tinian public documents regarding the mayors expenses.
For FY 2010, Tinian Municipal Council secretary Joseph SN. Cruz incurred $7,320.03 in travel costs; casino gaming commissioner Peter Cruz, $7,164; municipal council chairman Patrick Manglona $5,451.50; gaming commission chairman Francisco Borja, $5,340; mayors chief of staff and acting municipal treasurer Allen Perez, $3,936; gaming commissioner Ignacio Quichocho, $2,944; municipal council vice chairman Estevan Cabrera, $2,854; King-Hinds, $2,299; and Senate Vice President Jude U. Hofschneider, $1,473.
The other officials with more than $1,000 in travel expenses included Tinian Health Center special assistant to the director Freddy Hofschneider, $1,426; Henrieta Cruz, $1,087; and William Cing, $1,037. Henrieta Cruz is the wife of the municipal council secretary.
Rep. Trenton B. Conner incurred no travel expenses in FY 2010.
Sen. Henry H. San Nicolas reported $250, Sen. Francisco Cruz, $963, and former Rep. Edwin Aldan, $339.
In FY 2010, Mayor Dela Cruz reported making 25 travels, municipal council secretary Cruz, 12; King-Hinds, 11; and Perez, 10.
The officials total travel expenses in FY 2010 amounted to $78,164.28 of which only $20,850 had official receipts.
So far in FY 2011, or from Oct. 1, 2010 to Jan. 22, 2011, the total travel expenses amounted to $25,177.
Mayor Dela Cruz spent $12,063 on his 11 travels during this period.
He was followed by Senator Hofschneider with $2,435; Perez, $2,428; municipal council chairman Manglona $1,493; and Lydia Barcinas $1,241.
Conner and Senator Cruz reported $1,000 each in travel expenses.
Contracts
Tinians professional service contracts from 2008 to 2011 amounted to $310,908.96.
These included the 2011 services of Don Farrell, $2,400; Jose P. Cruz, $1,000; Joey P. San Nicolas, $950.50; Michael Dotts, $2,000; Ray Quichocho, $10,000; and Roy Reyes $5,000.
In 2010, Charlene Lizama received $2,016 for professional services; Lucia Blanco-Maratita, $15,000; Matthew Gregory. $6,761; Ray Quichocho, $27,237.50; Joey P. San Nicolas, $997.50; Steve Borja, $1,500; and Roy Reyes $10,000.
In 2009, the municipal treasury paid Charlene Lizama $6,564; Joey San Nicolas, $27,000; Lucy Blanco-Maratita, $12,000; Ray Quichocho, $27,280; and OConnor, Berman, DottsBanes, $9,754.59.
A total of $143,447.87 was paid for professional services in 2008. These included payments to Concepcion Manglona, $8,715.38; Gladyliza Untalan, $12,351; Jeanette Borja, $22,762.49; Joey San Nicolas, $36,000; Colin Thompson, $10,264; OConnor Berman DottsBanes, $12,000; and Rex Palacios, $41,355.
