Obama nominates Manglona to federal court

PRESIDENT Obama has nominated Superior Court Associate Judge Ramona V. Manglona to the U.S. District Court for the NMI.

If confirmed by the U.S. Senate, she will succeed Chief Judge Alex R. Munson who retired in Feb. 2010 after serving over 20 years on the bench. She will be the first NMI Chamorro to be a federal court judge.

Five others were nominated by the president to other district courts.

œThroughout their careers, these distinguished men and women have demonstrated a steadfast commitment to public service, Obama said in a statement released by the White House.

œI am confident they will serve the American people with distinction from the district court bench.

Manglona was off-island yesterday but staffers in Superior Court said they were pleased to learn  about her nomination.

Congressman Gregorio Kilili Sablan, who recommended Manglonas nomination, said: œThose of us who know Judge Manglona and have observed her in her work as an associate judge with the Superior Court recognize that the president has made an brilliant choice. Judge Manglona will bring an impeccable standard of integrity and intelligence to the federal bench.

Sablan added, œJudge Manglonas nomination by the president should also be a matter of deep pride for all of us in the Northern Mariana Islands. For the first time, the federal district court judge will be someone who is from our local community, who knows us and will bring the benefit of that knowledge to her work. I consider this a milestone in the political development of the Northern Mariana Islands and in our maturity as part of the American system of government.

According to Sablan, œIt has been over a year since I recommended Judge Manglona to President Obama for his consideration. In doing so, I sought to establish the precedent that the Northern Mariana Islands delegate to Congress would be accorded the same deference with respect to nominations for the federal district court here, that is given to United States senators for such nominations within their respective states. I appreciate that President Obama responded as he has, by accepting my recommendation.

œI can imagine how long a year this must have been for Judge Manglona. The level of scrutiny that a candidate for such a high federal office undergoes is thorough indeed. But Judge Manglona met those high standards, the same standards that are applied to federal judges throughout our nation. We can be assured that her background is unblemished, her competence is without question, and her sense of compassion and justice are in keeping with the presidents own, he added.

œAs I expressed to the president in making my recommendation, Ramona Manglona is also particular distinguished by her dedication to public service. In this she is a model for young people in our community. Indeed, more than a model, Judge Manglona has also made it her work to increase educational opportunities and expand educational resources for the youth of our islands.

œShe is, too, an exemplar for women, having been the first female attorney general of the commonwealth and now, of course, the first woman to be nominated to the federal district court for the Northern Mariana Islands.

œI pledge to continue to support Judge Ramona Villagomez Manglona in every way I can. She must now be confirmed by the United States Senate. This, too, can be an arduous and lengthy process. But I am sure that Judge Manglona will acquit herself well and make all of her family and all of us here in the Northern Mariana Islands proud of her and of her accomplishment, Sablan said.

Manglona has been a CNMI associate Judge since 2003.

Since Munsons retirement last year, district  court judges from the Ninth Circuit jurisdiction have been sitting on the local bench as visiting judges.

The U.S. District Court for the NMI was established by an act of Congress in 1977 and became operational in Jan. 1978.

The first district judge appointed for the NMI was Alfred Laureta, who served from 1978 until 1988.

Munson, who is Lauretas successor, was nominated by President Reagan and was  confirmed by the Senate in 1988.

Munson was nominated for a second 10-year term by President Clinton and was confirmed by the Senate in 1998.
