THE Department of Corrections needs 21 officers for each of the four shifts to man all posts in the CNMIs adult detention facility.
But according to Corrections Commissioner Ramon C. Mafnas, only 12 officers are on each shift.
This is why Mafnas is requesting the Senate to allow him to fill vacant positions necessary to protect the health, safety and welfare of the public.
Mafnas submitted to the Senate the list of 10 officers approved by the governor and competent authorities for reemployment and/or for promotion-in-rank purposes to fill critically needed sworn-officer positions.
He also listed 11 more vacant positions that must be filled to sustain operations, maintenance and repairs necessary to operate, manage and maintain the many systems found within our modem and hi-tech prison facility: building maintenance supervisor, administrative officer II, computer system administrator, electronic technician II, general maintenance, corrections captain, corrections lieutenant, corrections sergeant, corrections officer II, corrections officer I and corrections cadet.
Mafnas said the other critically needed positions are those for computer systems administrator, administrative officer II, building management system manager, general maintenance and electronic technician.
In his letter to Senate President Paul A. Manglona, Ind.-Rota, Mafnas assured that these positions are within the 96 FTEs funded in the fiscal year 2011 budget or Public Law 17-21.
Currently, Mafnas said his department has 68 personnel " three are civilians and 65 are sworn officers.
But, he added, only 61 of the 65 sworn officers are able-bodied or capable of performing their assigned duties and responsibilities.
This means that Corrections falls below the minimum staffing level requirement necessary for safety and security purposes, he said.
Corrections, he added, remains under the consent decree agreement sanctioned by the federal district court between the CNMI and the U.S. Justice Department.
According to Mafnas, they have yet to fill other urgently needed positions left vacant after the resignation of personnel defined by law as essential.
Our department is very much aware of our financial crisis and is not seeking to establish any new FTE but rather to only fill critically needed positions to maintain minimum health, safety and security standards and requirements within our facility and community, Mafnas said.
