DOE employee arrested for passing fake platform

A Department of Education employee was arrested for allegedly passing out fake copies of the Calvo-Tenorio platform during regular working hours.

Jeanette Munoz Guzman, 52, of Santa Rita, was charged with guilt established by complicity and official misconduct.  She was booked and released.

Troy Torres, spokesman for the Calvo-Tenorio transition team, said they will let the law take its own course.

œIn our justice system, everyone is innocent until proven guilty. We made the complaint about these serious crimes during the campaign. Now it is with the authorities, and we leave it to the system to take its course. We are confident the police department and the attorney general will bring all those responsible for these crimes to justice, he said in a statement to the media.

According to Guam Police Department Spokesman A.J. Balajadia, the arrest was made following interviews with witnesses who claimed Guzman distributed the bogus copies during regular working hours.

œThe employee is (also) alleged to have used government paper and time to produce copies of said document, said Balajadia.

But he stressed there is indication that Guzman authored the document she was passing around.

The case remains under further investigation.

An internal investigation is also ongoing at DOE, according to its associate superintendent for facilities Taling Taitano.

œOnce that is done, well take the appropriate action (on her), she said.

Guzman works with DOEs Facilities and Maintenance Division since 1996.

Taitano said Guzman is currently on personal a personal leave.

The matter will be referred to the Civil Service Commission because it is considered a Mini Hatch violation, Taitano added.

The Mini-Hatch Act mandates that Government of Guam employees œshall not use his official authority for the purpose of interfering with or affecting the result of an election.

The employee must also not endorse or oppose œa candidate in a political advertisement, a broadcast, campaign literature, a letter or article in a newspaper (signed or unsigned) or similar material in addition to not œusing government travel allowances, government transportation, government supplies or government facilities for the benefit of any political party, partisan political organization or candidate.

The Civil Service Commission will launch its own investigation and then choose if the incident warrants the removal of the employee from their respective department or agency.
