THE Department of Labor may not be prepared to help government workers who may lose their jobs this year, according to Rep. Fredrick P. Deleon Guerrero.
He fears that once the cash-strapped government starts laying off employees, Labor may not be able to transfer them to the private sector straight away.
During a recent meeting with Labor and Department of Commerce officials, Deleon Guerrero, Ind.-Saipan, said they discussed the number of available jobs for U.S. citizens this year.
The main concern brought up during the meeting, he added. was the possibility of the local unemployment rate increasing dramatically once the government implements a reduction of workforce.
There are currently 3,000 to 4,000 unemployed residents, according to Rep. Joseph M. Palacios, R-Saipan, based on the number of food stamp recipients.
Deleon Guerrero said it is the governments job to help these people, including those who will be furloughed from the government, secure jobs in the private sector.
Labor, he added, should see to it that every position left vacant by guest workers will be filled by U.S. citizens.
But providing help to government workers who will lose their jobs will be a huge challenge for Labor, said Deleon Guerrero who chairs the House Committee on Federal and Foreign Relations.
Overall, the job information gathered is based on the assumption that businesses will continue to keep these jobs open. It appears that further data is needed to complete Labors gathering of information. That is why Commerce was invited to help address this situation, Deleon Guerrero said.
He said there are jobs currently held by nonresidents that need specialized training.
According to the lawmaker, guest worker currently holding these jobs should be required to train U.S. citizens applying for such positions.
This is what Labor should focus on, Deleon Guerrero said.
But according to Labor Deputy Secretary Cinta Kaipat, not all private sectors jobs are immediately available to local applicants.
She said some employers have applied for two-year permits for their guest worker employees so these jobs will not be available within the next 12 months.
She also believes that some employers will not inform Labor if jobs are available for locals.
This is a huge problem. It has been made into a very serious problem by the federal ombudsman who is encouraging employers not to report these jobs into the local Labors website system, Kaipat said.
Labor, she added, has limited investigative capacity and lacks the manpower to check on employers who cheat.
Deleon Guerrero said the need for information is paramount.
He added, We cannot make decisions based on flawed information or not enough information. There will be further meetings to address this issue.
