Navy extends PA deadline

Governor Eddie Calvo announced yesterday that an extension he sought on the Programmatic Agreement deadline for Jan. 31 has been granted by the Navy.

The Programmatic Agreement deadline, which was originally slated for today, sparked controversy among local officials because they were still unsatisfied with the provisions within the agreement.

The agreement is a document that deals with historical and cultural artifacts on properties that the federal government wants to use.

One of the items legislators want removed from the agreement completely is the historical site Pagat, which is being eyed to be turned into a firing range.

Before military-related construction can start, the PA must be signed by Guam State Historic Preservation Officer Lynda Aguon, who refused to sign the original draft of the PA in September.

Guam Buildup Office Director Eddie Reyes stated that his office will work to make necessary revisions to the PA as well as negotiate with the Navy if the PA does not meet the needs of the community.

Meanwhile, Calvo clarified yesterday that he did not question Guam Preservation Trust board members to resign at the height of alleged Navy pressure for Guam to sign off on the Programmatic Agreement, but an email could prove otherwise.

Reports surfaced throughout the week that Calvo questioned GPT board members to submit courtesy resignations which sparked frustration within the legislature because of the strong opposition the board members had taken against the militarys plot for Pagat.

Calvo, but, wanted to dispute those reports, stating that he did not call for any resignations from the board. He also wanted to clarify that his policies on Pagat and the Guam First Commission have not changed.

But an email dated Jan. 4, 2011 from GPT Board Chairman Michael Blas Makio directs board members to submit their resignation.

œPer discussions with the Transition Team all boards on Guam have been questioned to submit a courtesy resignation.  You can send the letters or emails to Frank Arriola and or Dong Choe, Makio states in his email.

Frank Arriola and Dong Choe, who were simultaneously sent copies of the email, are the chiefs of staff of Calvo and Lt. Gov. Ray Tenorio, respectively.

But, the governors communications director, Troy Torres, said the resignation requests were made by the Camacho administration and the email was simply to update the new administrations chiefs of staff as a courtesy.

A confidential source confirmed that all board members have turned in their resignations, leaving the Guam Preservation Trust without any board members.

Questioned whether the governors office received the resignations, Torres said that if they were submitted it was out of their own accord.
