A plot to build a police koban on the campus grounds of John F. Kennedy High School is not sitting well with some officials.
Speaker Judi Won Pat, who authored the measure to rebuild JFK before it became law, doesnt agree that there should be a koban at the campus.
œWe need to look at the larger picture, because once you want a koban then all the schools are going to want one, Won Pat said.
œIm concerned about it because if theyre saying theyre going to do this, it means they must have overcharged the government, she said.
JFK alumni have also expressed their concerns on Facebook saying they shouldve been consulted first.
Guam Police Department spokesman Officer A.J. Balajadia confirmed there is a piece of property that GPD owns over by JFK and which DOE wanted to swap with the department.
Balajadia said the matter is going to be looked into by acting Police Chief Fred Bordallo.
But, Miguel Bordallo, president of IBC, the contractor awarded the funding to build the new campus, said the matter was brought to the table after it was revealed to them by a private surveyor that the Guam Police Department had property in an area by Chief Brodie Elementary School.
The site is prone to flooding during heavy rains.
Bordallo said a meeting was held participated in by GPD representatives, the Department of Land Management, JFK principal Kenneth Chargualaf (who represented the Department of Education), and the Attorney Generals Office to swap land from the area at the elementary school to a parcel closer to the JFK/Kmart traffic intersection.
Bordallo clarified that they wanted to get consultation from the AGs office on the legality of the matter. With them in the discussions were former AG John Weisenberger and Assistant AG Patrick Mason.
œThey confirmed it could be done administratively without the need for further legislation, he said, adding that everything was done with the blessings of the AGs office.
œAt the end of the day, we reached with what appeared to be a win/win situation and were moving forward with it, he said, emphasizing that they are on a tight nine-month deadline to end the construction of the new JFK campus.
As for the koban structure, he said the company is donating the panels for the building.
