Resident claims voter fraud

A RESIDENT is asking the U.S. Attorneys Office to look into a possible election fraud during the Nov. 2 general elections amid discovery that at least 19 voters from the Northern Marianas also voted here which may constitute a violation of election laws.

Carlo Branch filed the complaint with the Guam Election Commission and submitted the same to Assistant U.S. Attorney Marivic David, Acting Guam Attorney General John Weisenberger and U.S. Attorney General Eric Holder.

Northern Marianas observed its second congressional election on Nov. 2.

Guam held its general elections on the same date whereby voters chose their new governor, lt. governor, senators, nonvoting delegate to the U.S. House of Representatives, vice mayor for Agat and board representatives.

œAs you know, the act of œdouble voting clearly and criminally violates both federal and local election law, wrote Branch in his complaint.

He identified in the documents the 19 CNMI residents who allegedly participated in the CNMIs federal congressional election and Guams general elections.

Branch said the result came from an independent research that was verified for accuracy.

During a GEC meeting yesterday, Branchs complaint about the CNMI voters participating in Guam election was discussed.

Board member Joshua Tenorio suggested that the 19 names be referred to the CNMI Election Commission for further investigation.

Another member, Martha Ruth, said she felt that the board should determine if the voters voted illegally or not.

Spokesman for the Office of the Attorney General Brian Cruz said their agency has yet to receive Branchs complaint.

œThe Office of the Attorney General has yet to receive a complaint from the Guiterrez-Aguon team citing allegations of CNMI voters casting their vote during the General Election.  But, Im confident that upon receipt, it will be forwarded to the Attorney General and/or his designee for further review, he said in a statement.

Branch wrote that only 19 has been verified to date and expects that the number represents only œa small fraction of a much larger whole.

œAbsent the full weight of your office, Guams voters may be robbed of an election that is honest, accurate, and free of undue influence from outside sources, wrote Branch.

The Democratic Partys gubernatorial team, which lost to the Republican, filed separate cases in the local and federal courts asking to declare an election failure and to order a new election on grounds that a significant number of voters may have been disenfranchised.
