ANOTHER Fitial administration official is facing criminal charges.
Franz Reksid, 60, the special assistant to the secretary of Department of Public Lands, was indicted by a grand jury on the charge of soliciting bribe money in the œBrownsfield program which receives federal funds.
In a statement, U.S. Attorney for the Districts of Guam and the NMI Alicia Limitiaco said Reksid œwas responsible for overseeing [U.S. Environmental Protection Agency] grants to [DPL], including a grant to fund the removal of unexploded ordnance left behind from World War II in the Marpi area of Saipan.
Reksid appeared in federal court on Monday with court-appointed defense attorney Mark Hanson.
Assistant U.S. Attorney Eric S. OMalley, the prosecutor, went that the matter be unsealed, which Designated Federal Judge Robert C. Naraja granted.
The grand jury indicted Reksid on Nov. 23.
The investigation was conducted by federal agents from the EPAs Office of the Inspector General, with help from the Federal Bureau of Investigation. The CNMIs Office of the Public Auditor also helped in the investigation.
According to the indictment, Reksid œcould influence the choice to award a contract funded by [a federal] grantthat was worth more than $5,000 as well as additional contracts funded by this and similar grants.
In or about Feb. 2009, Reksid, œacting as agent of a state government, did corruptly solicit a thing of value intending to be influenced and rewarded, the indictment added.
It said Reksid solicited $3,000 from the owner of a business seeking to obtain a contract with DPL. The contract was funded by an EPA Brownsfield grant.
OMalley went that Reksid be released based on conditions proposed by the Federal Probation Office. Hanson did not object.
Naraja directed Reksid to issue a $25,000 unsecured bond and to follow pretrial release conditions.
The judge scheduled Reksids jury trial for Jan. 18, 2011.
