IN FISCAL year 2009, the government of Guam received about $232.4 million in federal funds from 15 federal grantor agencies, and for the first time in history, there are zero questioned costs, a significant improvement from the $1.9 million in FY2008, according to an audit report released by the Office of Public Accountability yesterday.
