THE Navy is seeking to conduct a habitat study on lots in the Radio Barrigada area and several properties within the Apra Harbor area, which includes the Ricardo J. Bordallo Governors Complex in Adelup.
John J. Jackson, director of the Joint Guam Program Office, sent letters to the Department of Land Management on May 6 requesting for permission to conduct the surveys.
Jackson said the Navy œis finding ways to minimize the potential impacts on natural resources of the relocation of the Marines from Okinawa to Guam. The assessment includes mapping of habitats on both Department of Defense and private lands on Guam.

The lots in Barrigada along Route 15 that were identified in the letter are the properties designated for the Guam Community College.
The lots in Apra Harbor include Adelup, namely, the governors office complex, the field in front of it, the pavilions to the side of it and along the coast and an empty lot that used to house the Department of Land Management and a One-Stop Center for the Department of Revenue and Taxation, plus the land to the left of Chief Hurao Park.
Senator Judi Guthertz yesterday sent a letter to retired Major Gen. David Bice, JGPO executive director, saying she hopes the identified lots in Apra Harbor were œmistakenly identified.
œIf so, please clarify the lot numbers and please provide our supporting agency, [the Department of Land Management], and my office with the reason/s for and a reasonable timeline to fulfill your request, wrote Guthertz, chair of the military buildup committee.
Guthertz said there have been speculations that œthe Marines are looking for a home for a three-star general. She thus questioned Bice, œCould the Governors complex at Adelup be the œpreferred alternative?Perplexed
œI am perplexed and question the requirements of the military to survey properties that surround our current seat of the executive branch of the government of Guam, Guthertz said.
Guthertz also questioned the requests which provided a turnaround response of just one day.
In the letters, JGPO questioned the land management office to coordinate with GCC and the private land owners, with only one working day between delivery of the letters and the desired start of the surveys.
