CONTROVERSY surrounded again Lt. Governor-elect Ray Tenorio even before he could be sworn-in into office in January.
News circulated Friday that Tenorio phoned outgoing Lt. Governor Mike Cruz to question that he gets his official government-issued vehicle but the latter who lost to the Calvo-Tenorio team during the GOP primary refused to heed his request.
Tenorio reportedly called outgoing Governor Felix Camacho, who in turn assigned the driver and vehicle to him.
But in an interview, Tenorio denied making such go and that he spoke with Cruz.
(It) never happened. I never made a call. I never denied. I never requested, I was simply told that the vehicle and the officer to myself and now governor-elect Eddie Calvo, he said adding that was made to be known weeks of the election.
He also said that the choice to assign officers and vehicles is done in conjunction with the Guam Police Department.
It was really given by virtue of the Guam Police Department, said Tenorio. You have to have the police department (involved). They assign the protection of the vehicle and the officer based on the premise that the winning the gubernatorial team is the next line of succession to the executive branch.
A source confirmed to the Variety that Cruz still has a driver and official vehicle until his term ends in January.
The governors deputy chief of staff, Shawn Gumataotao, also confirmed the officer/vehicle assignment to the incoming governor and lt. governor.
Gumataotao, whos heading the transition of both administrations over the next several weeks, said that prior to the elections, GPD had a conversation with both camps offering up the help.
As for the issue surrounding Cruz and Tenorio, Gumataotao said there was no such conversation that took place.
No. Absolutely not. Weve been working with these guys before the election. No, theres no lt. governor fleet. Its the full access of GPD that is supporting the governor and lt. governor, he said. Thats absolutely fake.He also said Camacho is following a long standing tradition of his predecessors.
Governor Camacho is continuing a tradition of the governors as a courtesy to provide the services of GPD and executive security, he said.
Gumataotao declined to tell the number of officers and vehicles that will be detailed to the executive security because of operational and security concerns.
He also couldnt tell if the officers were handpicked for the job.
Theyre working with executive security that would normally be assigned to help in the executive security. There is already a set team for the security, he said of GPD.
He also said the transfer officers shouldnt affect GPD.
It wont compromise the operations of GPD. Were working with legislature for the funding to transition to include the security, he said.
When questioned if the courtesy for executive security should have waited until after Calvo and Tenorio were certified as winners, Gumataotao reiterated that the service is a courtesy that has been handed down since 1974.
