THE final counting of the ballots could have been completed in the early morning hours of Wednesday but just like in the primary election, problems with one of the precincts delayed the process.
The final unofficial results for the gubernatorial election were not completed until 6:05 a.m. that day because of issues concerning the balancing and accounting of ballots from Precinct 17D in Tamuning.
Guam Election Commission Executive Director John Blas said the challenge was reconciling ballot inventory and voter signature rosters.
At the end of that reconciliation, there has to be a balance between the voter signature roster and the number of votes cast, he said.
Further, when precinct officials arrived at the UOG Field House, they werent able to reconcile and come up with a balance.
They repeatedly counted number of signatures on the voter signature roster as well as the ballots that were cast (and) every time they would count, they would come up with a different number, said Blas.
The precinct officials attempted four times to balance it out. But the longer they counted, the longer it took to complete the results.
Guam Election Commission stepped in and hopefully provided fresh eyes to help them and bring the process along. In our count, we determined there were a couple more ballots than what was on the roster. To verify that, we did a recount of the numbers, but we still came up with a couple of ballots that were more than the signatures, said Blas.
They finished up randomly removing one ballot from one race and two ballots from two other races in order to balance it out.
