TOP-RANKING officials of the Guam Department of Corrections admitted yesterday the infamous video taken from the prison showing inmates engaging in a barbeque party holding weapons like an axe violated administrative policies
But other than that, they said there were no major violations.
One of them, Warden Francisco B. Crisostomo, told the Variety he knew about the barbecue featured in the video, and I was there to show appreciation for the hard work of those inmates.
He said those who appeared in the 36-minute video are all minimum security inmates and they are all on work assignment.
They are the backbone for this prison, he said. They are the carpenters, welders, plumbers, farmers, air conditioning/refrigeration, and electricians. We save thousands of dollars for them doing the work here. The department does not have the luxury of hiring people, welders and electricians. We are using inmate labor force.
DOC Director J.B. Palacios said the only thing that initially worried him about the video was that there were no corrections officers visible until Crisostomo and Captain Joseph B. Lujan showed up at the barbecue party.
But, Palacios said he then realized that the inmates would have tried to hide the laptop camera from any officers.
Other than that there is nothing in the footage, video or audio that contained anything that jumps out and said department policies were violated and for that matter that anything inappropriate took place, Palacios said.
Green Valley Farm
The video was shot in prison and were edited by the inmates themselves, leaving many people wondering how this was made possible.
Highlights of the video titled Terrible Boyz Gone Excellent, made using a laptop webcam, includes inmates preparing for and attending a barbecue which the warden and captain attended as well.
It also shows the mixing of different security classification shirts at the barbecue, two inmates holding a large axe, an inmate showing off his pimp mobile which appears to be a golf cart, and an inmate lifting weights and posing for the camera for his inmate wife.
As for the axe, Palacios said it is one of the tools that inmates use on their backyard garden, the Green Valley Farm.
That is our work area, so, of course, they have hammers, bush cutters, machetes, those tools are there. It is not something they have in their cell. That would be a different tale, said the director.
The warden, but, said the inmate holding the axe violated a prison policy and was locked up.
The person holding an axe was a violator of policy and he has been went to another post, I locked him up, Crisostomo said.
The inmate responsible for the video, convicted murderer Billy Cao Cruz, was placed under a special housing pending investigation.
Immediately identified, investigated, and he was placed in a special housing unit under administrative segregation pending further investigation, the warden said.
