REPUBLICAN Governor-elect Eddie B. Calvo said a transition team is being organized to prepare his administrations takeover of the Government of Guam, including the selection of cabinet members for the different departments and agencies.

The 49-year-ancient new governors election victory was sealed Saturday night after the Guam Election Commission recount turned to his and Lt. Gov.-elect Ray Tenorios favor"20,066 votes or 50.25 percent of the ballots cast"up by 191 compared to the first count and within the 50 percent plus 1 threshold to claim victory.

œOver the next days and weeks, well be moving forward not only in setting up the transition team, but also in selecting a Cabinet. Its vitally vital that we have a Cabinet that is able to deal and work in this very fascinating time.[This] would take a lot of energy and a lot of intelligence, Calvo told the Variety in an ambush interview at the GOP headquarters shortly after the Guam Election Commission certified their election victory.

The Democratic Partys gubernatorial team of former Governor Carl T. C. Gutierrez and Senator Frank Aguon narrowly lost it by just a margin of 1.22 percent or 487-vote difference.

The Gutierrez-Aguon team, which received a total of 19,579 votes, has yet to concede despite the recounts results and officials said

Yigo Mayor Robert Lizama, who is also the campaign chairman for the Gutierrez-Aguon team, said their legal experts will choose what next legal go to take following the recount.

GEC Executive Director John Blas said the ballots will be disposed of within 30 days as was the practice in the past.

Reconciliation

Calvo said he would reach out to his former political opponents, including their supporters, to push for what he termed as the Guamanian Dream.

œNow, we need to reach out to former Governor Gutierrez and Sen. Frank Aguon and their thousands of supporters. We will also reach out to the Legislature and all the elected bodies to come together and serve the people of Guam and this very dynamic time, he added.

Tenorio, who became the subject of a legislative ethical complaint over his name change, expressed hope their administration wont be shrouded with legal controversy.

œWe want to try and make sure this feeling that we have reverberates into the community and that were able to go on and implement a new administration without the shroud of legal controversy and wrangling that happens in the judiciary, he said.

DelayedThe recount that was supposed to start around 10 a.m. Saturday was pushed back to 11:30 a.m. which inevitably delayed the process.

The GEC board released the final recount results and had it certified around 7:15 p.m. Saturday.

Each gubernatorial team was only allowed to have four representatives at the GEC conference room where the ballots were recounted.

This forced the hordes of Republicans to stay outside the GEC conference room and hung out in the 2nd floor lobby of the GCIC building.

From there, they proceeded to the GOPs nearby headquarters in Hagatna where the governor-elect was converging with other supporters.

Amid the drizzles, Calvo and his supporters celebrated their election victory with food and drinks.

œI am so overjoyed, said Calvo who commended his supporters for sticking with him during the months leading to the Nov. 2 general elections. œI am so pleased for them and I am so pleased for our movement and now the vital work comes up. And were thanking the Lord for this.

Board Choice

Last Friday, the GEC board members chose to recount the ballots following the Democratic Partys complaint.

The recount was completed in the mid-afternoon, but Joe McCullough, election tabulation machine consultant, informed the board they would have to do another recount of at least six precincts.  

GEC legal counsel Cesar Cabot later said the precincts in question include 1 " Hagatna; 3 " Piti; 4, 4a " Agat; and 5 " Santa Rita.

œThere were stray ballots. The numbers were not squaring off.  Because of the importance of the election, we knew that all eyes were upon this election, said Cabot.

œThe numbers of the tabulation machine were not squaring off with the numbers on the master computer so rather than go in there and determine what went incorrect, the quicker approach was to run off the entire precinct, he added.

He said he is aware of complaints filed with the election commission but hes been serving as legal counsel for 20 years and states that œthis is one of the least problematic elections I can remember.

œWill there be a challenge, who knows, he said.

Complaints were submitted by Lizama and Victor Cruz, vice-chairman of the Republican Party.

Cruz was concerned as to why board chairman John P. Taitano was not included in a teleconference meeting Friday with the board.  Taitano was reported to be off island for a personal matter.  

Lizama on the other hand cited several infractions that the GEC allegedly violated to include ballots that were removed by the GEC executive director and taken to other precincts œunaccompanied.

In his letter to GEC, Lizama stated that action is not authorized by Guam law.  Another issue brought up was the alleged tampering of early voter ballots that were removed or not included in packets.

Cabot said the complaints will be reviewed thoroughly by the board.  

œThey will determine how to address each of the complaints accordingly, he said.
