A FORMER police officer filed a legislative ethics complaint against Republican Lt. Governor candidate Sen. Ray Tenorio alleging he committed perjury by using a different name.
Tom Fisher, the Legislatures minority counsel, said the complaint has no merit.
This complaint has no merit and is clearly politically motivated to benefit the Gutierrez-Aguon campaign, he said in a statement.
Harold Cruz claimed Tenorio used the name Raymond Stanley Tenorio and not his legal name Raymond Stanley Waddey Jr., in carrying out his duties as a police officer.
Tenorio, who has been serving as a senator since 2000, legally changed his name to Raymond Stanley Tenorio on June 3, 1997.
The complaint was submitted to Speaker Judi Won Pats office yesterday.
Cruz who described himself as a concerned citizen, voter, and longtime resident of Guam, claims that during his employment as a police officer, all police actions taken by Tenorio are rendered illegitimate and are further instances of repeated fraud and perjury.
He alleges that Tenorio committed fraud and perjury when he signed off traffic tickets under a different name. The same may be the case in his sworn statements, court testimonies, among other legal documents.
The complainant said on Aug. 20, 1996, Tenorio filed a lawsuit against his stepfather, Romeo Tenorio, over the ownership of the family home in Latte Heights and he signed it as Raymond Tenorio, although that was not his legal name at that time.
Cruz states that the complaint was subscribed and sworn before a Notary Public.
Ethics Committee Chairwoman Senator Judi Guthertz said she has yet to receive the complaint and that it would be improper for her to discuss it.
I havent even received the complaint and there are strict rules to follow, therefore I cannot comment further, said Guthertz.
The Speakers office, after receiving the complaint, will transmit the complaint to the Ethics Committee.
Respicio, a member of the Ethics Committee and chair of Committee on Rules, said he will reserve comment since he too has not received the complaint.
But, Respicio said he wanted to assure the public that his committee takes the process seriously as evidenced in former Senator Matt Rectors ethics complaint.
As a member of the ethics committee, I want to reassure the public that because were bound by rules and conduct and procedures, we take this process seriously, and we will not compromise our credibility, he added.
